“II. CONSULTATION WORKSHOP REGARDING THE IMPLEMENTATION OF THE EU-TURKEY READMISSION AGREEMENT” WAS HELD

“Second Consultation Workshop regarding the Implementation of the EU-Turkey Readmission Agreement for Third Country Nationals and the Stateless Persons” was organized in Ankara Mövenpick Hotel on 10 March 2015 within the framework of “Supporting Turkey in Establishment of Human Rights based Framework for Implementation of the EU-Turkey Readmission Agreement Project” run in cooperation with International Organization for Migration (IOM) and Directorate General of Migration Management and financed by Netherlands Embassy as part of the Matra Fund.


The workshop was held for the purpose of consultation with related institutions and organizations regarding constitution of an active readmission system to implement the EU-Turkey Readmission Agreement comprehensively and well-functioning by taking human rights and international standards into consideration. Mr. Dr. Ahmet APAN, Deputy Director General of Migration Management, Mr. Raşit ZENGİN, Head of the Migration Policies and Projects Department, Representatives from International Organization for Migration, International Strategic Research Organization (USAK), Ministry of Justice, Ministry of Family and Social Policies, Ministry for EU Affairs, Ministry of Foreign Affairs, Ministry of Finance, Ministry of Health, Turkish Land Forces, Turkish National Police, The Turkish Gendermerie and Turkish Coast Guard Command and relevant academicians have attended the workshop.
Following the opening speech of Mr. Raşit ZENGİN in which he emphasized the importance of the project, Ms. Meera SETHI, IOM Turkey Chief of Mission mentioned the latest actions done within the scope of project and the necessary points to be done. After SETHI’s speech, Mr. Ahmet APAN gave a speech. In his speech, Mr. APAN has stated that Directorate General of Migration Management was assigned to implement the provisions of the EU-Turkey Readmission Agreement related to third country nationals and stateless persons and underlined the importance of spending the envisaged three years of transition period in cooperation with state institutions and organizations in order to enable proper implementation of the provisions in due time.


In the first part of the two session workshop “Needs Analysis Study Conducted to Specify Legal, Technical and Administrative Requirements for the Implementation of the EU-Turkey Readmission Agreement”, “Readmission Agreement within the framework of our EU Accession Process and Visa Liberalisation Dialog Process” and “Action Plan and Conducted Activities on Constitution of an active Readmission System in Turkey” were emphasized. In the second part of the workshop, which took place in the afternoon, “International Standards and Human Rights in the Implementation of the Readmission Agreement”, “Legal, Administrative, Institutional and Technical Needs and Preparations of the Related State Institutions and Organizations for the Implementation of the Readmission Agreement” and “Details regarding the Constitution of Institutional Cooperation Framework for the Implementation of the Agreement” were discussed.


The Workshop ended following the evaluation part in which opinions and suggestions from the participants were taken.
