PROVINCIAL MIGRATION ASSISTANT EXPERT ENTRANCE EXAM ANNOUNCEMENT


To the attention of the applicants of Migration Assistant Entrance Exam: 
 
1-Applications for Migration Assistant Expert Entrance Exam will start on 23 September 2013 at 9 a.m. and end on 4 October 2013 Friday at 5 p.m. However, the candidates depositing the entrance exam co-payment by 4 October 2013 Friday at 5 p.m. can apply for the exam on 05 October Saturday at 5 p.m. at the latest.   
 
2- Migration Assistant Expert Entrance Exam co-payment can only be deposited into the Halkbank branches. The transactions to be made via EFT and Bank card can not be approved. 
 
3-The candidates depositing the co-payments into the branches of the bank can apply for the exam one day later. 
 
4- Candidates can apply for the exam at Gazi University Continuous Education and Research Center (GAZİSEM) https://gazisem.gazi.edu.tr with their ID numbers. 
 
5- Entrance exam written session for all fields of expertise will be held on 27 October 2013 (Sunday) in Ankara. The exam will start at 10 a.m. 
 
6- Exam Entrance Paper will be issued by GAZİSEM for those taking the exam which indicates the building and the room which they will take the exam at, date and time of the exam. The candidates will take these papers from GAZİSEM’s web address https://gazisem.gazi.edu.tr as from 21 October  with their ID numbers. 
 
7-However, the exam fees of the applicants who were not called for the exam, though they paid the exam fee, since they were not included in the number of candidates equal to 20 fold of the number of Migration Assistant Experts will be paid back by GAZİSEM. 
 
8- We will set time one hour back the 27 October 2013 Sunday 4 a.m. The candidates that will take the exam should pay attention to this issue.

PROVINCIAL MIGRATION ASSISTANT EXPERT ENTRANCE EXAM ANNOUNCEMENT
 
Provincial Migration Assistant Expert will be employed at 500 vacant positions in provincial organisation of Directorate General for Migration Management affiliated to Ministry of Interior   as per Provincial Migration Expert By-law No.  28704 of 11 July 2013.
 
 
I – REQUIREMENTS FOR APPLICATION TO THE EXAM
 
1 – To meet the general requirements stated under article 48 of Civil Servants Law No. 657,
 
2 – To be graduate of 4-year faculties majoring in the departments stated in the announcement or the departments, either domestic or abroad, deemed equivalent by Council of Higher Education,
 
3- To be among the candidates equivalent to 10 fold of the number of Provincial Migration Assistant Expert to be recruited after putting the applicants in order as starting from the one with the highest score provided taking at least 70 points from the point types of KPSSP31, KPSSP35, KPSSP48, KPSSP112, KPSSP113 at Public Personnel Selection Exam(KPSS) held by ÖSYM on 07-08 July 2012 or 06-07 July 2013 (the candidates having the same points with the one at the bottom of the list are invited to the exam),
 
4 – Not to be 35 years old on 1 January 2013 (those born on 01.01.1978 and later can apply).
 
 
II – APPLICATION TO THE EXAM
 
1 – Applications for the entrance exam will start 9 October 2013 Wednesday at 9 a.m. and end 25 October 2013 Friday at 5 p.m.. (The candidates depositing the entrance exam co-payment by 25 October 2013 Friday can apply for the exam on 27 October Sunday at 5 p.m. at the latest). (During the Eid El-Adha, exam fee cannot be deposited to the banks. However, those already depositing the exam fees can apply for the exam during the holiday, as well).
 
2 – The candidates that will apply for the exam will make the co-payment 40.00 TL (Forty Turkish Liras) for the exam services at Halk Bank Institutional Collection Account under the name “Provincial Migration Assistant Expert Entrance Exam”, with no wiring fee. The exam fees that are paid through ATMs or internet, rather than through the branches of the bank, will not be taken into account. The candidates must have already paid the exam fee before they apply for the exam.  The exam fees will apply for the exam at GAZİSEM’s internet address https://gazisem.gazi.edu.tr with their ID numbers the day after they make the payment.
 
3 – The candidates are responsible for the information they provide during the application. The consequences of possible missing or false information will be at the expense of the candidate. In the event of a detected false declaration of the candidate, the candidate will loose all the rights that s/he obtained from the exam regardless of the time passed by.
 
4 – The fees paid by those who did not actually applied for the exam, who do not meet the application requirements, whose application is deemed null and void, who have not taken the exam or not been accepted to the exam or dismissed from the exam, who could not pass the exam or whose exam paper is deemed null and void will not be repaid.
 
5 – However, the exam fees of the applicants who were not called for the exam, though they paid the exam fee, since they were not included in the number of candidates equal to 10 fold of the number of Provincial Migration Assistant Experts as per the fields of expertise will be paid back by GAZİSEM.
 
 
III – DOCUMENTS REQUESTED FROM THOSE TAKING THE EXAM
 
The candidates who have passed the written exam and are entitled to tae the oral exam must deliver the following documents to the Directorate General.
 
a) The original or certified copy of the higher education graduation document (original or certified copy of the diploma equivalent document who studied abroad).
 
b) Three passport photographs.
 
c) Original or certified copy or print-out of the KPSS result paper.
 
ç) Declaration of Republic of Turkey ID No.
 
d) Resume. These documents may be certified by the Directorate General when the original copies are shown.
 
 
IV- MAJORS AND QUOTAS
 
The faculties from which Provincial Migration Assistant Expert will be accepted from, number of relevant positions and number of candidates to be invited to the written exam are provided in the table below.
 
 
 V – FORM AND TOPICS OF THE EXAM
 
- Entrance exam is composed of two parts, written and oral exam.
 
- 80 percent of the questions in written exam is composed of professional information regarding field of undergraduate education, and the remaining 20 percent is composed of basic information regarding the field of expertise of the Directorate General.
 
- Written part of the Provincial Migration Assistant Expert Entrance Exam of Directorate General for Migration Management will be held in the form of multiple-choice test, and the topics of the exam are as follows:
 
A – Exam topics regarding the duty field of the Directorate General; Foreigners Law, Law No. 6458 of 04.04.2013 on Foreigners and International Protection.
 
B - Exam topics regarding professional information regarding field of undergraduate education; Micro and macroeconomics, Turkish economy, international economic relations and organisations, public finance, financial policy, constitutional law, administrative law, criminal law (general provisions), civil law (introduction-law of persons), law of obligations (general provisions), international law, human rights, management science, political science, political history, Turkish external policy,  international relations, international organisations.
 
 
VI – DATE AND PLACE OF THE EXAM:
 
- Written session of the entrance exam will be held on 09 November 2013 (Saturday) in Ankara. The exam will start at 10 a.m..
 
- Exam Entrance Paper will be issued by GAZİSEM for those taking the exam which indicates the building and the room which they will take the exam at, date and time of the exam. The candidates will take these papers from GAZİSEM’s web address https://gazisem.gazi.edu.tr as from 04 November 2013 with their ID numbers
 
- The candidates are supposed to be at the exam venue at least half an hour prior to the exam and they should bring exam entrance paper and IDs (ID card, driver’s license, or passport).
 
- The candidates passing written exam will be subject to oral exam in Ankara, and the date, place and time of the oral exam will be announced separately at www.goc.gov.tr.
 
 
VII – ANNOUNCEMENT OF WRITTEN EXAM AND OBJECTION
 
The results of the written exam will be announced at the web address of our Directorate General at www.goc.gov.tr and also at the service building located at Lalegül Çamlıca Mahallesi 122. Sokak No:2/3 Yenimahalle/ANKARA.
 
The candidates will file objection against the exam results in writing with our Directorate General within 7 days at the latest as from the publication of the results with the receipt they take in return for paying the objection fee amounting to 40.00 TL (Forty Turkish Liras, as VAT included) into the account with IBAN No TR 9300 0120 0129 4000 0600 0038 at Gazi University Continuous Education and Research Center Türkiye Halk Bankası Gazi University Branch. Mentioned objections will be communicated to GAZİSEM on the same day. Objection petitions evaluated by GAZİSEM will be replied within 3 days at the latest, and will be communicated to the Directorate General. The objections raised within the said period and the objection petitions with no signature and address will not be considered.
 
 
VIII – EVALUATING THE WRITTEN EXAM AND ORAL EXAM
 
Written exam will be evaluated over 100 points, 80 of which is for professional knowledge regarding the field of graduate study and 20 of which is for basic information about the duty field the Directorate General. Not to be less than seventy points, up to four times of the number of vacant positions will be invited to the oral exam, starting from the earned highest point. The candidates having the same point with the candidate at the bottom of the list will be invited to the oral exam, as well.
 
In oral session (interview), the candidates will be evaluated in terms of the following features over the following points;
 
a) Knowledge regarding written exam topics (50 points),
 
b) The ability to comprehend, summarise, express and judgment (10 points),
 
c) His/her merit, representation skills and compliance of his/her attitude and reactions with the profession (10 points),
 
ç) Self-esteem, ability of persuasion and persuasiveness (10 points),
 
d) General ability and world knowledge (10 points),
 
e) Openness to scientific and technological developments (10 points).
 
To pass the interview, the candidates must take at lest seventy points out of 100.
 
IX – RESULT OF THE ENTRANCE EXAM
 
To pass the entrance exam, the candidates must take at least seventy points at each of written and oral session. Success order will be determined through taking the arithmetical average of the written and oral exams, provided that the passing point is taken. In case of any tie between arithmetical average of the written and oral exam points of the candidates, the candidate with the higher points from written exam, and in the event of any tie between these two points, the candidate with the higher KPSS point will be placed higher in success order.
 
Results of the entrance exam will be put into an order according to the success level as starting from the candidate with the highest point, and the number of those passing the exam will be equal to the number of the vacant positions and the number of the candidates in the waiting list will be up to half of the number of vacant positions.
 
Results of the entrance will be announced at the internet site of our Directorate General at www.goc.gov.tr and at the service building. The candidates included in the main list and waiting list will be informed about the result in writing.  
 
The candidates can file objection against the exam results in writing within 7 days at the latest as from the publication of the results or against the exam list within 7 days at the latest as from the publication of the list of those eligible to take the exam. The objections will be examined within seven days at the latest, and the result of the objection will be communicated to the candidate in writing.
 
Exam results of those passing the exam, but found to have provided false information in exam application form will be considered null and void, and they will not be appointed. Even if they have already been appointed, the appointment will be cancelled. They cannot claim anything. In addition, a criminal complaint will be filed regarding those found to have provided false information or falsified document.
 
Information deemed necessary for the entrance exam will be included at the internet address of the Directorate General at www.goc.gov.tr.
 
 
X – DOCUMENTS TO BE REQUIRED BEFORE THE APPOINTMENT
 
Following documents are requested from the candidates passing the assistant expert entrance exam:
 
a) Written statement for his military service situation, from male candidates.
 
b) Four passport photographs.
 
c) Written statement for his/her criminal record.
 
ç) Written statement for that s/he has no mental illness that would prevent him/her from doing his/her job continuously.
 
d) Declaration of assets.
 
e) Public ethic contract.
