THE COORDINATION COMMITEE OF COMBATING HUMAN TRAFFICKING GATHERED FOR THE FIRST TIME

The Coordination Committee of Combating Human Trafficking gathered under the presidency of Mr. Dr. Governor Mehmet TEKİNARSLAN, Deputy Undersecretary of Ministry of Interior with the aim of preventing the crime of human trafficking and determining the policy and strategies to fight against this crime in Turkey.

In the meeting which was organized in the Directorate General of Migration Management on 1 March 2017; Prime Ministry, Ministry of Foreign Affairs, Ministry of Family and Social Policies, Ministry of European Union, Ministry of Labour and Social Security, Ministry of National Education, Ministry of Culture and Tourism, Ministry of Health, Ministry of Customs and Trade, Presidency of the Judicial Council, Human Rights Institution of Turkey, Turkish Employment Agency, Directorate General of Security, Gendarmerie General Command, Coast Guard Command, Directorate General of Local Administrations, Ankara Metropolitan Municipality, Union of Turkish Bar Associations, Turkish Red Crescent, senior representatives of international organizations and NGOs took part.

Making the opening speech, Mr. Dr. Governor Mehmet TEKİNARSLAN, Deputy Undersecretary of Ministry of Interior, stated that the issue of combating both human trafficking and irregular migration is internal matter of our country as well as it has importance in international dimension, and all of our institutions and organizations rather than only one institution should work in cooperation and within joint responsibility framework to fight against those crimes. He highlighted that the Directorate General of Migration Management accomplished great works in the fight against both the human trafficking and irregular migration in a short period of time.

Mr. Atilla TOROS, Director General of Migration Management stated that it took a long time to define the notion of human trafficking and to determine the measures to be taken because of the such facts that the crime of human trafficking has a secret and complex structure, it includes quite different forms of exploitation and we lack of data in this field, and he said that the first international regulation which covers the waterfront of human trafficking is the United Nations Palermo Protocol which was accepted in 2000.

Indicating that an exclusive department was established to conduct acts and operations regarding the combating human trafficking and protection of victims with the Law on Foreigners and International Protection which entered into force on 11 April 2013, Mr. Atilla TOROS stated that even the establishment of this department is a sign for our country’s resolution in the field of combating human trafficking and protection of victims.

Continuing his speech, Mr. Atilla TOROS, said: “Council of Europe Convention on Action against Trafficking in Human Beings was accepted by our country in 2016 and the Regulation on Combating Human Trafficking and Protection of Victims which was prepared in accordance with this convention entered into force after being published in the Official Gazette on 17 March 2016.” Furthermore, he added that the regulation assigned new tasks to the Directorate General of Migration Management by overcoming certain deficiencies in the legislation and it has been the most comprehensive secondary regulation until today in the field of combating human trafficking and the protection of victims.

After the opening speeches, the commission meeting continued with the presentations of Mr. Osman KORAMAZ. On commission, a range of decisions were taken such as the development of mechanisms for the development of co-operation between organizations in the fight against human trafficking, initiation of works for the legislative changes needed in this area, establishment of a sub-working group especially for children who constitute a vulnerable group in the crime of human trafficking, preparation of the national action plan, development of training materials for the personnel working in the implementation process and performing awareness activities.
